If you still can't attach; you likely have ProDG/Target Manager set up the wrong way. Make sure your debug settings are correct;

Release Check Mode --> Development Mode
Boot Mode --> System Software Mode
Network Settings for Debug --> Single Settings

Are you sure? I was on 4.46 Rebug and I did not have those settings shown in my Debug Settings, I upgraded to 4.65.2 and those settings popped up, allowing me to access those settings for unknown reasons; Try upgrading to 4.65.2 D-REX, also, if you have cobra mode on, that's likely why, because prodg connectivity doesn't have full support when your ps3 is on cobra, as REBUG stated.
