On a iPod touch you will only be able to call using VOIP (Voice Over IP) clients. This includes things like Skype, fring, Google Voice, ect.

Yes it does work as connor said. But its not like an actual telephone which uses credit or w/e but it uses the internet to communicate so theres no point in trying to make a call when your going out somewhere without net...
