I haven't noticed a decrease in battery life in 4.3. If you don't care about any of the features on 4.3, I would say just stay on 4.2.1.

Vivo (Brazil) and the iPhone is hardware unlocked.

I'm not sure how tethering will work with your carrier. MyWi is great.
