restore it with itunes, that´s the only solution , i had a problem with my iphone 4 it didnt let me add contacts so i had to restore it

I use to experience this with my 3G, I believe a restore should fix it if it is software related. If that doesn't work then I'd go to the closest Genius Bar and have them fix it.

Make sure you back up your device and sync any purchases on the device and then plug the phone into itunes and then click restore. When done select set up iphone from back up or on the left panel right click on your phones name and click restore from back up. Then sync your songs and you should be good and it should work!

Go into DFU mode then manually restore in iTunes.

It's bricked, all you have to do is go into dfu mode and hook it up to your computer to restore. Thats happend to me before also. The only bad thing is that you'll lose your contacts if you dont have them saved on your sim,
