If you get better at flash, you will be able to make whatever you want.
Second, if this was already posted, I did not know. Please don't flame, because I searched 3 times for it.
Third, You will not be able to get your app into the appstore, unless you will sign up for an apple developer account for 100 dollar.

Text tutorial (in 4 steps):

Step 1 (Getting started) :
Start Adobe flash pro CS5 and choose iPhone OS, now you will see an iPhone/iPod screen. Go to layer 1 and right click it. A menu will pop up and you will have to click insert layer. Now go to the top bar and click File>Import>Import to library. Select a background image (320x480) and import it. After it is in your library, click layer 1 and drag it to your screen. Try to recenter it. Your background is now done.

Step 2 (Importing all your needs):
We are going to make an easy soundboard app here to start, so get a funny sound of the internet, or record something you like. Import it to your library (see step 1). Now find a funny picture or cool picture that you would like to be the button of your soundboard app. Import it and we are done importing images and file to your app.

Step 3 (Creating the app):
Start of by clicking layer 2 and drag your Images/buttons on the screen. Place them where you want and if you are done placing them, right click them and click convert to symbol. A menu will pop up and select convert to button and click ok. It is now a button. Double left click it quickly, and the bottom timeline should change into a different one. There are four frames there. Right click the one that is under the word down, and click insert keyframe. When you have done that, drag you sound under the button/image. Now double left click next to the app to get the old timeline back. If you want more buttons, just repead this step.

Step 4 (Making the .IPA file):
Click "File>Ios settings" in the top left corner and a new menu will pop up. This menu is pretty easy, but this is a beginner friendly tutorial, so I will help you through the whole menu. First you will see "Output file", There you will enter "MyFirstiPhoneApp.ipa" (without the "") and choose where you want to save it.. At The appname, enter the name that you want your app to have. (Tip: Don't make it too long, It needs to fit under an app icon). At aspect ratio, select portret and check full screen. The rest on the first page of your menu is fine. Go to the second tab, called deployment. At cerificate, upload the P12 file from the begin of the post, the password is 1234 and at mobile provision and the mobileprovision file from the begin of the post. At app ID Place the full lenght name of your app. Then hit the radio box Quick deployment for device testing. Go to the third tab Icons and Creat Icons with the size: 29 by 29, 57 by 57 and 512 by 512. You can make them in paint, photoshop or whatever you like. If you are done with that hit the publish button at the botom of the menu. Now the app will start publishing, If you get an error, or need any help, quote me on this post and I will help you.

Congratz your app is done Happy.
If you want your app in Cydia, the jailbreak appstore, PM your .ipa file uploaded to mediafire or any other upload sites and I will do the rest.

I though if you made an app in Adobe Flash CS5 it wasn't allowed on the app store anyways? Just for cydia... Is this correct?
