This is more than likely a failbreak, as I think it is confirmed (or speculated) that both the ipad mini jailbreak and iphone 5 were both failbreaks as well

For anyone not knowing what a failbreak is, to my knowledge it is a jailbreak that is utilizing a dev account and can not be released to the public regarding legal issues.
