Cydia and Installous are both iPhone / iPod applications, im not to sure about what your asking but heck ill try and aswer it anyway.

Using Cydia on your PC wouldn't work as they are applications designed for your device but as i said i dont fully understand your question so you might be trying to ask can you install applications to your iPod from PC? Which you can yes just download the application from any wearz site.

sorry if im not clear my question is i dont have wifi so iwas wondering if i can use cydia and installous on my pc and then put the apps on my ipod touch

U can download apps from appulo.us its the same like installous, just for pc.
But i think u need appsync to sync it to ur ipod

No you cant run Cydia on PC, but you could try is jailbreak your iPod which only needs USB connection once Cydia is installed by default OpenSSH should install aswell which you could possibly use to manually install apps to your iPod from your PC though the USB.

So when you wont a new app, just download it off the net to your pc, then send it to your iPod.
