PP Assistant is not "more stable" than TaiG 2.0, PP Assistant uses unauthorized & modified versions of TaiG's kernal patch. This tool hasn't been officially announced as "safe" or "stable" by any relevant member of the jailbreak community and I DO NOT recommend using PP Assistant Jailbreak, I recommend downloading the only legitimate jailbreak utility from TaiG's website.

Cydia Substrate is a platform that makes third-party iOS add-on development easier & also enables Safe Mode functionality.

This is more stable it fixes Cydia Substrate that is needed for most tweaks, all they had to do is a 2byte kernal patch and its fixed no more done so yes i say this is more stable than TaiG at the moment.

considering it is stolen code that hasn't been analyzed by a trusted source I wouldn't trust it

Have you used this tool? If so does it allow the tweak I.e. Winter board, phantom, to be installed and work?

I'm poking around the kernal patch right now & the 2 byte patch at CS_RESTRICT seems legitimate, no trace of any root kits or suspicious activity. :p Maybe I was quick to judge after speaking with i0n1c & iOShxr, tool seems safe enough from my analysis so far!
