Maybe consider contacting the forum of Paradox, rather than a completely different forum that isn't even associated with paradox.

The servers for paradox are down. That's what the error has occurred means when loading paradox.

If the server is down thats why your getting errors when trying to enable the menu. Paradox is connected to the server so if the server is down the menu is down. Just wait til they have things back up again
