Go on the function called onPlayerConnect() in the main.gsc and you will find player.money = 50; change 50 to the starting money you want, this will be for everyone.
If you only want it to be for you or your friends you add something like this:
if(player.name == "YourName" || player.name == "FriendName")
player.money = 1000;
else
player.money = 50;
