I just found out something to enter and change cheat-protected dvars in the console.
An example of a cheat-protected dvar is "r_blur". Normally when you would try to change this with the console it would say that that dvar is cheat-protected.
Now it won't!
The only thing you need to do is enter "sv_cheats 1" in the console and everything (so also the before cheat-protected dvars) will be changeable!
I know, it's not that big of a found but i though it should be useful for some of you.
Also, I'm Dutch so sorry for my maybe bad English

He is right. This will not work on consoles as that dvar is read-only.
