It's in the game because it's a mode that was cut from the final release so they could repackage it later as "New DLC"

^ This, it really wouldn't surprise me if this is the case.

That's my take on it anyway, I read an article full of leaked information before the game came out, and Turned was a mode detailed exactly the same as Turned is now. One of the other modes was called 'Meat', so if that gets released in future DLC, we can pretty much say with 100% certainty that Treyarch had all this stuff waiting in the wings months before the game even came out.

What article did you read?

I had a quick look for it earlier, but couldn't find anything. I'll have another dig around and if I find it, I'll edit this post.
