Obviously, the files haven't been released yet. If they we're released in premium/elite OR EVEN publicly in the Exploits and Hacks section of Black Ops 2 (II) they would be in the notice of the shoutbox.
To get close to 1 of these lobbies, you've got to get speaking with many good members such as; xYARDSALEx, Choco, Sox (Redsox), COD5DEVIL... The list goes on and on and on...
Can't see there files been released any time soon since the game is still new to the console and still isn't fixed for anyone, also there files won't be released this early since future games will be ruined and i'm pretty sure they're trying to prevent that as of now.
Release will be at a later date, MAYBE!
Want to know how they done it? Put your theories to test, it can't be that hard to figure it surely.. If they done it you know it's possible and you know you can do it if they did it, just takes time and patience and the will to test.
Have fun.
