I heard (somewhere) that this means that your MAC is banned but I'm not sure otherwise I've to to DEX2CEX and downgrade and more stuff because you can't change MAC adress on 4.21

Can someone please tell me how to fix this error, also if it IS a MAC ban

you can change it in 4.21 CEX/DEX
use PSN Tool Creator v1.0
and create a pkg
put a real mac adderss inside the pkg
install the pkg
spoof the mac adderss by pressing X

Your Console ID was banned...

Use PSN TOOL or PSNope to get back online with a new CiD

Look around also, there is a CiD that is looming nearly every ps3 hack forum, that has not been banned for nearly 2 weeks, hundreds, if not thousands could be using it by now lol. Expect a Ban soon or later though,.

Apparently it was a real dev station CID or something meaning it was undetectable.

I have read that on a forum, but surely some guys at sony keep up to date on ps3 hack forums to. This CiD is everywhere now lol.
