I'll just explain the acronyms for the mods. RTE or RTM stands for Real Time Editing or Real Time Modding which means a jailbroken PS3 is required for this, it is basically editing the game values/hexs (eg. Black Ops 2) through WiFi from your computer which you can download a tool to use. So that is just modding a game live from your computer over wifi.
A CFG is a config file (eg. mods.cfg) that is made and used for cod games like cod4, waw, those old cod games and is put on USB drive then you put the usb into the ps3 and it will run from the usb and does not require a jailbroken ps3 and works online/offline. its a pretty simple method for using mods.
Lastly, if your PS3 is jailbroken then you can download what they call "Modded Eboots" which is an .eboot file that the game runs from and contains mods inside that file. But be careful when modding online because there may be a risk of ban on the account/console so i think you have to use something called a PSN bypass or something like that but yea thats just a few things i know.
