Is it possible for someone to give you a mod menu, without downloading anything? For example, some people sell "admin" for mod menus.

yes they could give access to their menu only if there the host of the lobby but when there gone on the lobby the mod menu is gone

If you're in a lobby and the host of that lobby is using a mod menu, he can give you access to that mod menu in that match. Once that match ends you loose the menu.
