DEX/CEX are two diffrent modified(jailbroken) playstations. Retail and Debug.
If you don't have modded ps3, you can't use real time modding tools.

Is it possible to do it for free or is payment required?

Pretty much everyone is going to charge you to either jailbreak your console, give you the tools to downgrade and jailbreak, or sell you a jailbroken console.

So once I jailbreak my ps3, say Rogero 4.55 would I need multiman to do the hack I was talking about awhile ago?

I recommend you convert from CEX to DEX and go to 4.50ita, but yes you will need either multiman or a ftp client to put the eboot on your ps3.
