What I tried.
a) making new accounts
b) Changing ConsoleID
c) Changing MAC address
d) Port forwarding
e) trying again and again and again.

I am using the game .pkg with a .rap activator

would you mind explaining what you mean by .rap activator?

.rap activates games/dlc from pkgs

I am not sure what to suggest if the game is from a pkg, except for deleting all game data and reinstalling patches
