Use a debug eboot, Inject a gsc menu while in pre game lobby. You can find the GSC injector and tutorial In the BO2 Section

I'm assuming that you're referring to GSC Mod Menu's.

If you want to insert GSC Menu's to the game, all you gotta do is download GSC Studio which you can find the thread for, You must login or register to view this content.. And once you do that much, simply Copy and Paste code from someone's menu into the GSC Studio and Inject it to your game. Simple as that man.
