Black Ops 2 has only been known to Account and Mac Ban. If you're having to go the extra mile to get unbanned, it's not going to work. Also, just because you change your Mac or CID, the account that was banned; is
banned. This means, obviously, you will have to create another account to play on after you've changed your mac address.
Using an Anti-Ban EBOOT would definitely help you keep away from these bans, especially on Black Ops 2 they have been known to help out a lot. Here's a trustworthy thread of EBOOTS for the current update,
