No, Black Ops 2 does not CID ban for anything. The only thing they do is account ban and sometimes MAC Ban (which can be changed). Using one of Jewels EBOOTs that includes Anti-Ban would be advised if you're going online with a Custom Firmware. It's always safer to use anti-ban, than to go online without anything. Always remember that ban can always be a risk, but it's much safer to use a means of Anti-Ban whether it be a Modding Program or an EBOOT. To answer your question in short, you will not get banned as long as you use one of Jewels modified EBOOTS. (that includes anti-ban).
