Make sure you're using an anti-ban eboot. This is what I do, it works 100%.

1.) Load bo2 while signed in from the xmb.
2.) Reset the account using the prestige award.
3.) Set the stats to your likings using B777x's tool
4.) Find a game, get one death and then leave and sign out
5.) Stats should stick without any problems.

Just reset your stats, happened to me, after you reset your stats, mod them again and join a game and get a kill or so, then it'll stick.
