Host menu: when you are the host of the game

Non host menu: when you are not the host usually mods like vsat, super steady aim, no recoil

Just like what Angry said. You'd need to be host to use host menus, and you can use non host menus any time you'd wish.
Host menus will give you more advantage, as you can use stuff like godmode, invisibility, etc. Where Non-Host menus will only give you options to do undetable mods, like Constant UAV, VSAT, Crossbar, FOV, etc. It's only on your screen and not others.
