Yes but I modded an account to prestige 15 for my friend and he hasnt been banned, just put low stats and do a weapon unlock instead of unlock all

IF I will get banned would it be an account ban or ID ban for BO2?

Account ban usually. It's like this:
If you're on a CFW and have a good antiban - No ban risk
If you're on OFW - You'll get banned.

Back when I was on OFW I had over 20 accounts with prestige 12-15. All got banned within two weeks.

Black Ops II don't ban at all, just make sure you have a anti-ban EBOOT and you should be able to play without any bans.
