Are you Trying to Connect with CCAPI or TMAPI? If you are are trying to Connect with CCAPI make sure you are using the right. .DLL files

Like the above user said, you need a Debug EBOOT in order to connect and attach via TMAPI. If you're using Control Console, make sure you have the correct necessities downloaded.
