Some mod menus have it where you can edit the XP Value for the entire lobby. I know Bossam V3 has this option. Below is a link to the NGU Thread.

No menus or tools enables you to actually give them xp only bumbs the spm and score up and stuff.

There has never been a released XP Lobby that actually allows players to level up and prestige, but there has been a way to host score lobbies which are basically useless.
