There are no menus or tools that host XP that make you level up

XP lobbies don't work on BO2, you can modify the amount but it will not stick. It just allows you to get killstreaks, etc much faster.

You can do it with GSC. Chris/Natsu released a working one.

Working? If so, that's really interesting. I could never get an xp over 20,000 in a game to stick.
