Menu is working if I choose custom game with bots but when ever I try
to run it in public match it doesn't work.Any ideda what could be wrong?

In order to use the mod menu online, you need to be host. Most menus will have the option to "Force Host" which can take longer to find a game but you will have the mod menu.

I can go in custom game and enable force host then back out and go in public match?

Yes, that is how it is done. Once you enable it once, it will stay there until you exit to the XMB.
