Turning the power off is really only beneficial for the Easter egg. There is no other use then the Easter egg. Once the Alvagadro is created he doesn't go away unless you emp him. Power on or off it doesn't mater.

For him to come you need a nuke powerup - he comes everytime when I play and get a nuke

Unfortunately, he still comes whenever the power is off. The good thing is, he comes less frequently than he usually would.
When he does come though, he isn't that hard to kill. I only recommend turning the power off, is whenever you're going for the Easter egg. Other than that, there's no need really.
