It's a glitch.

yea thats the perk, that allows you to hold your breath (forgot the name), you need to have the perk on, and bypass for this to work.
also moved to questions.

it's a spectator glitch. Also they have no recoil most of the time.

not saying ur a dumb azzzzzzz but it still moves for them but when u spectate them it does not look like it
