No fps would be bad im sure. But if you mean no Fx, then i think i can type you the hack...

bind DPAD_RIGHT "cg_fov 80 ; cg_drawshellshock 0 ; toggle r_lodscalerigid 4 1; toggle r_fullbright 1 0; toggle fx_enable 0 1; toggle r_fog 0 1

in your MP codes: look for these:

set fx_enable "1"
set fx_draw "1"
set cg_drawfps "1"

and delete them.
