We don't know if this will happend or not, but on the Xbox Store. COD4 has reportedly been said that the release date would be "10/4/16" but they have modified it back to "11/4/16" the day after. We lost hope at that moment, but a reddit user was breaking things down and using his brain. What he came up with was this stated sentence:

What if it will come out a month early? Sony has signed a contract to receive DLCs and such first. Just like on BO3 how PS4 users got the DLC 2 first. What if PS4 users would get COD4 a month early before XboxOne?

That wasn't exactly what he said, but that is what he said overall.

Yes It does make sense. PSN will get all content a month before XBOX....

But that doesn't explain why they put 10/4/16... maybe PSN was releasing 9/4/16 but they changed it back.... Who knows..
