Just another random thing treyarch is trying to throw in to make this cod somehow stand out. Looks like they already tried hard enough with all the robot shit they're throwing in there.

I think it's part of the concept of Man vs. Machine. They aren't using any vehicles due to the possibility that they can turn on them whereas horses can think for themselves and aren't programmed to do anything.

Black Ops 2 is based in the 'near' future... 2025. Of course rebel forces in deserts in the middle east will still use horses for transportation (at least in some aspect) in 13 years...
