According to David, during his talk, It was because the majority of the community Requested it.

I don't remember one person saying they wanted 14th and 15th prestige emblems back :lol: There graphic artist are just too lazy in my opinion.

There more than likely there because so many people liked them, or they couldn't be bothered thinking of new ones.
