Methinks it something to do with that......and not sure if the other guns get access to it.

When he hovering over the camo it says "Complete all camo unlocks for all submachine guns".
That is how you unlock it.

So this would work for shotguns as well?

probably yes, its as simple as it is, complete all the camo( including gold) for that category of weapon for example: assault rifle, sub machine gun, shotgun etc ...

when you unlock gold for all of that weapon category, for example sub machine gun or assault rifle, you will have diamond camo in all your guns, in the same category.
