Does that mean it is first prestige level 14? If so, then that guy who was 100% convinced it was 14th prestige and was giving it to everyone else just got ripped so hard.

It was 'unlocked at prestige level 14'
Nobody knows, even now. But personally I think it'd be first prestige level 14, or top prestige (15).

I think it is just a customizable skin you can purchase once you complete contracts for that weapon.
