You CAN be in the starting room and have him show, as long as the power is on (As he uses the teleporters). We tried avoiding him by going up and down in the elevators when he got close, but it won't let you even close the doors when you can (Or anyone else) visually see him.
-Result: He took all of our guns x)

Personally i've only had one Pentagon Thief (this was on solo), and I had the mini-gun so I was too busy shouting DIE HAXXOORRRSS to notice.(Yes I did kill him) However, Could two/three players who are not being chased block him into a corner? Forgive me if this is a stupid idea, I don't know how he works.
