I'm not going to be disrespectful and say you are wrong...but I've not observed this to be true.
Non-Upgraded Ray Gun is not 1 Shot Kill (Somewhere Around 20) and the Non-Upgraded Ray Gun does not make crawlers by aiming at the Zombie's "package". (at least, not that I've seen)
Upgraded Ray Gun will plant a zombie past level 20 with a shot to the chest and has less splash damage when used up close. Around Level 25, you cannot fully expect even the upgraded Ray Gun to Plant a Zombie with one shot, but you can expect that by shooting Zombies from the Zipper-Down, you are very likely to make a crawler.
No disrespect intended...and if I read you post without understanding your intent, my apology. 12-04-10: I got the Ray Gun on Kino Der Toten last night, and before I upgraded it, I was making crawlers all over the place with it. This is something I never say in the other maps. New to Kino? I don't know.

Well Yeah Fair Enough I Have Used It At Level 18 And It Was 1 Shot Kill With Pack-A-Punched Ray Gun It Will Kill 1 Zombie But If 1 Is Behind It It Is A Bigger Expllosion Bullet So Yeh... Add Want To Play Together Ill Show You What I Mean PSN : xFaCeZ-

well at round 15-20 the upgraded ray gun is not always 1 shot kill after 20 it is usually not OHK, plus the splash damage is reduced... hurts you less but now unless you hit them it is worse than the non-upgraded version, i would rather get a pistol than use tht piece of $h1t
every1 hates the python but guess what? its almost the same damage... with maybe less bullets but it doesn't hurt you like the ray gun... most people wont even trade anything for it...

Even with the splash damage gone it is better why because of ammo 20 shots vs 40 shots and the reload that's a long time because you can not quick reload in zombies
