any class works with ghost because 98% of the time the enemy will have someone on their team who has an UAV and you will find yourself dying either before a high killstreak or during an important time in an objective based gamemode. ghost is hands down the best tier 1 perk, nothing comes close and nothing ever will (maybe hardline pro before it was patched when you could change any crate)

Anything. It's a perk that keeps you from being spotted and the pro version for air support spotting you. So I mean you don't really have to use a silencer with it. I do have a "protip" though. I use decoy grenades on my Silencer class, so that way I can throw the enemy off with the decoy and silence kill him from a different angle... Works like a charm haha.
Yeah I've seen a few complaints about Ghost by guys, mostly on Xbox 360 about Ghost. They act like it's so cheap but the reality is, when someone on their team keeps getting 2 KS Spy Planes, they are mad they can't find you. They try to cover that up by using the infamous "camp" word and say that campers use Ghost.
I for one have Ghost Pro so for those games where your team are complete morons you won't get seen on Spy Planes every 10 seconds and to avoid getting killed by all the Chopper Gunners those scrubs give up.
I think Hardline Pro would be comparable because even if the enemy knows where you are, it's not a deal breaker. But yeah point is Ghost Pro is a beast. It's just that in MW2 nobody use Cold Blooded so they didn't complain. On Black Ops at least 1/3 of your team will have Spy Plane ks as opposed to MW2 where damn near nobody used that 4 ks UAV unless it was from Care Package.
