Found by Nome Skavinski.

This has been tested on a 60GB PS3 on 3.55 Team-Blizzard Custom Firmware, spoofed to 3.56. With CO Black OPS FIRST STRIKE

I will show you how to game share, and keep your activations.

Step 1:
Firstly game share how you normally would and activate the content you want.

Step 2:
After you have activated the content, enable multiman (or your favorite backup/file manager) and go to:

/dev_hdd0/home/[USER WITH CONTENT]/exdata/act.dat

[USER WITH CONTENT] = u0000000001
So if you have three users on your PS3 they show up like this and their corresponding number would be:
Mary = u00000001
John = u00000002
Jack = u00000003

Copy this file to a pen drive or somewhere on the PS3.

Step 3:
Now deactivate the account via Account Management > Account Activation > Game > Deactivate.

If you play your game now the content will not be there (for black ops it wasn't there).

Step 4:
Now go back to multiman ( or your favorite backup/file manager) and copy the act.dat file back to:

/dev_hdd0/home/[USER WITH CONTENT]/exdata/

Start up your game and the content should be working, without wasting an activation!

Do not delete the user account on the ps3 with the sign in details as this will disable the content. But you can deactivate it!

Step 5:
When you have turned off your console and turn it back on again repeat step 4 to continue playing with the content.

Will test this further, but i think this is pretty much it.
If there are files i am missing then maybe we can completely remove the account from the ps3 and save those files in the main users directory.

In Short find some one who has the map packs, acquire their details begin the download and make sure it activates, then backup there act.dat. Deactivate their account from your ps3 so they have their activation back, but keep them on your ps3. Copy over the act.dat to its original location, then play the new maps. Copy over the act.dat every time you reset the console.
