Boosting gets your account banned, if you keep getting banned then you could get console banned. Console bans are for more serious cases like hacking.

I no this information im trying to find out is it possible for me to get all 3 playstations banned if i "boosted or hack"if they console ban me does that mean my IP address wont work on any playstation

No, they just ban the console itself.

ps3s have a console id, they usually ban this after extreme or multiple offences.

They dont care about your IP, they ban your console ID (which cant be changed)
And your account gets reset.
