That's something alot of gamers have been asking for, at the same time the company is probably thinking that if they implement these tools it would cut down the desire to hack the game for those reasons. Whilst that outcome maybe true, I'm pretty damn sure that these modding tools could be exploited, I guess that's what will make or break the release of the tools, depending how securely they can input them into the mechanics of the game.
Saying that, it still depends on what tools they issue. If it's just simple things like a level editor it would be ok, but if we're talking actual game modding like god mode or super jump, how long do you really think it would take for someone to transfer the mods onto online play?
I say that under the presumption that modding tools would be used for private games.
