when i tried this i fell back a lot faster so i didn't have enough time to maneuver onto the railing. ill try it again though but i know for a fact that several glitches have already been patched and im not saying that this one has, but it is a possibility.

You have to wait until the excavator breaches the Dome so there is low gravity and you can run in the air. I am not sure what round the excavator activates and where it starts digging but the woman on the P.A. system will announce when the excavator activates and where it is digging.
