If you mean change how much XP you get for a kill or flag capture, then no, you need to mod the t5mp_ps3f.self for that. But if you mean just to host an XP lobby, no matter how much XP you receive, then yes you just need a modded savegame file and you need to resign it with Xploder. Hope I helped.
