Now I remeber I have to replace the patch.ff file and the eboot.bin right?

But I cant get it working with Rebug CFW 4.21 spoofed to 4.31 :/

You dont need to replace the patch.ff nor do you need to replace the eboot for offline. Just put the cfg mods in the eboot directory and you can do them offline.
