You could play on the PS3 and then purchase an upgrade so you could basically transfer your progression to the PS4.
Same will work with the Xbox360 -> Xbox One. But you cannot upgrade cross-platform.

Btw the game looks a lot more awful than I first thought. The game looks better on PC, mostly because of the textures. It looks better than the PS3, obviously, but I thought the PS4's graphics will beat the PC's. It's kind of a disappointment.
