does anyone know how you can permanently stop them using their account? like what stuff to change so they can't get their account back like password, email, etc

You'll need their login info to do that. Otherwise all you can do is report him to Sony/MS about something he didn't do, which will most likely backfire.

do the leader board hack and get there account suspended

i can hack his account back to level one

delete all his friends and change all his calsses to default riot

go into ps3 home and start swearing @ everyone in a matter of days you will be banned for a couple of weeks. my friend was banned for doing the same thing
