The other bro's wrong about the EMP, here's exactly what you should do, and I just did it yesterday on PS3. (I believe xBox may have been patched with the Stim package....? Can any 360 player confirm that?) You shoot down a Pavelow so that it's spiraling, and then shoot it with your LMG. Every shot that hits it counts as a KS reward killed. You can easily get pro with one RPD mag

with me if i shoot it with a stinger if just explodes

there are 2 ways to get the pave low spinning.
It must be spinning to get the cold blood points.and only works with a pave low. ( using a stinger will soot it down and not get it spinning)

You can equip AT4 & scavenger, and any LMG.
This method takes a lot of time because you have to hit it 2 or 3 times with the AT4 before it will start to spin.

If an enemy pave low is in the air and anyone on your team has an emp, set if off, and the pave low will start to spin right away. As soon as its starts spinning keep shooting with your LMG until it explodes. Every hit counts towards your cold blood perk.

The only time I boost each presitage is to get my cold blooded pro.
Make one of your first killstreak unlocks the EMP.
Have a friend who has pave low unlocked, or both pave low and EMP and go into a cage match.

Have him put on hardline, you have Tact I, sleight of hand , LMG,AT4, and cold blooded set up. If he only has pave low unlocked then you set up your EMP.
Go to the highest spot on the map you are playing, where go can get a good look at the sky , lay down your tac and have him kill you 7 times, as soon as his PAVE low is overhead call in your EMP and start firing at it until it falls below your field of fire or it explodes.

If he has both pave low and EMP unlocked ( have him set emergency airdrop as well ) then do the same as above but he will not call in anything until the 13th kill. At 13 kills he calls the pave low in, kills you again (gets his emp ) and waits for it to get directly overhead and you are lined up on it with your LMG.
Tell him to set off the EMP and start firing at it right away ( you get temporarliy blinded and lose your sighting, but it is so close it is hard to miss )

This method will almost always get you to cold blooded 4 or 5 in one game.

It works with all Helis not just the Pavelow.

I have not been able to get the cold blood perk count with anyting but a pave low.
I have shot at every airborne object there is.
If it counts at all it is only for 1 hit 1 kill.
With a spinning pave low every bullet hit counts towards your cold blood count.
