No Scope: same concept (the line up with cross hairs) and, have your button layout to tactical so when you press the R3 button you will go prone/crouch, what you want to do is shoot and crouch at the same time, should hit the target. also try hitting the triangle button 2 times and then shooting, it works for me. then as TRchamp12 said, its just luck until you get use to it. good luck

Q-Scoping: Watch how OpTic Predator does it when he hits them, it's the best technique on both CoD4 & MW2 and is how everyone successful at quick scoping does it(including myself). It's taking advantage of the bullet-curve in the CoD game engine(s).
Put basically you get the enemy somewhere near the middle of your crosshairs, then simply aim in and during that small amount of time that you're aiming in drag the scope over the enemy and shoot. With practice comes speed, accuracy and ultimately perfection.
The only time I can think of that you shouldn't do this is when the guy is within 5 feet of you, when you should just scope in and shoot.
No-Scoping: Simply make sure the guy is in the middle of your crosshairs and shoot. That simple. Whatever else people tell you is false, it's 100% luck. And this comes from someone very consistent with no-scopes.
I also recommend for both that you make your sensitivity between 7 and 10. This gives you a huge advantage, and I don't think I need to bother explaining why.
