I recently learned how to Lobby Lock and this is how I did it:

With NAT Strict (and i'll talk about this further) You simply get a party of 4-6 together and begin to download a File. I usually start to Download a 186MB file on to Rapidshare and it works just fine. Once the Download has begun simply search for game enter the lobby and in a second or two your party will join You. At this point the lobby will not merge for over a minute however get the rest of Your friends in there ASAP before it does. Now, you would think that You need 8 for Domination (the minimum number of players) but You in fact need nine because You're gonna back out of the game in order for it to launch. Once the Game launches with the 8 Players simply stop the download and get a friend to invite You back into the Lobby.

The Lobby will be totally locked as long as there is a minimum number of players for that game mode and People can only join via invite.

NAT Strict:

This is the tricky part. In other articles there's a lot of talk about injecting packets etc. That may work but I can set My NAT Strict without any of that. In Fact both My PC and PS3 are wireless and are not bridged to one another.

When I use wired connection i'm NAT Type 1, when I use wireless i'm NAT Type 2. One Day I turned on My PS3 and started COD6 to find the NAT Strict and wondered why. When I booted up My PS3 I was downloading data from the internet which must have been draining the bandwidth to such an extent that the PS3 was receiving a very poor signal causing the NAT to go Strict. Now if You turn both off and just boot up the PS3 as normal the NAT will be open again so it's directly related to the PC and it's Downloads/Uploads. And I checked the signal on the PS3 itself, even though the connection test says Type 2 when I load the Game it says Strict. And never once have I had a problem being invited back into a Lobby I just lock with My NAT still set to Strict.

The reason You (the Host) must leave is so that the host migrates to someone else and everyone gets a better signal, this also causes the game to launch other than just sit until it finally merges.

I have no idea why but after this is done no one can join session, People can only be invited and the lobby will remain in a locked state game after game.

Lobby Locking is used mostly for cheating but it's also great for Clan Battles. Using this method I can lock any Game mode other than Free4All as I can only join as one and the merge will only hold for about 20-30 seconds which is not enough time to invite People.

Because Your NAT is Strict some People won't be able to connect at first but don't worry. After You leave and the Host migrates invite them and they will connect no problem.
